How Long Does Planning Permission Take?

Most householder applications target an eight-week determination period, although validation, consultation and amendments can extend the programme.

The essential position

Once valid, most non-major planning applications have an 8-week statutory determination period and major applications 13 weeks, unless a longer period is agreed. The real programme also includes survey, design, validation, consultation, amendments, committee scheduling and discharge of conditions.

Key points

  • The statutory clock starts at validation, not first upload.
  • Validation queries can add days or weeks before consultation begins.
  • An extension of time should be considered strategically rather than signed automatically.
  • Planning approval is not the end of the pre-construction programme.

1. Pre-application and design time

Before submission, allow time for survey, brief development, options, neighbour context and specialist reports. A rushed application can lose more time through invalidation or avoidable amendments than it saves.

Pre-application advice may help on sensitive schemes, although response times and the weight of advice vary between authorities.

  • Set a realistic information schedule.
  • Commission seasonal ecology work early.
  • Do not submit incomplete drawings to start the clock.

2. Validation and consultation

The authority checks the national and local validation requirements before declaring the application valid. Missing ownership information, scale bars, site plans or specialist reports can delay the formal start date.

After validation, publicity and consultation are undertaken as required. The plain-English planning guide notes that statutory consultation is normally not less than 21 days, although exact publicity depends on application type.

  • Use the current local validation checklist.
  • Respond to validation queries in one coordinated package.
  • Track the confirmed valid date.

3. The statutory determination period

Current Planning Practice Guidance states 8 weeks for applications other than major development, 13 weeks for major development and 16 weeks where Environmental Impact Assessment applies, unless a longer period is agreed in writing.

These are decision targets rather than guarantees. Officer workload, consultee responses, negotiation and committee cycles can extend the programme.

  • Ask for the target decision date.
  • Request clear amendment deadlines.
  • Confirm whether committee referral is likely.

4. After approval

Conditions can require details before work starts, before occupation or during construction. Building Regulations drawings, structural design, party-wall procedures and procurement also need time.

A permission can lapse if it is not lawfully implemented within the stated period. The decision notice and approved documents should be reviewed as soon as issued.

  • Prepare a condition tracker.
  • Start technical design before the planning decision where risk allows.
  • Keep evidence of discharge and lawful commencement.
Frequently asked questions

Questions homeowners commonly ask

Does planning permission always take eight weeks?

No. Eight weeks is the statutory period for most non-major applications once valid, unless an extension is agreed. Validation and post-permission work sit outside that period.

When does the planning clock start?

The determination period starts when the application is valid, not necessarily when it is first submitted through the Planning Portal.

Should I agree an extension of time?

Sometimes it allows useful negotiation and avoids a premature refusal. The reason, revised date and likelihood of progress should be understood before agreeing.

How long does Building Regulations approval take?

Under the full-plans route, GOV.UK states that a decision is normally expected within five weeks, or two months with consent. This is separate from planning.
